2. Because the imported product does not meet the exclusion criteria for a “finished goods kit,” as the aluminum flag pole kits solely contain aluminum extrusions and fasteners, Commerce found this product to be within the scope of the order.

3. Continue to suspend liquidation of entries of aluminum extrusions from the People's Republic of China, including aluminum flag pole kits imported by 5 Diamond Promotions, Inc. described above, subject to the countervailing duty order on aluminum extrusions from the People's Republic of China.
