On 08/28/2015, the U.S. Court of International Trade (CIT) issued a final decision in American Tubular Products, LLC v. United States, Ct. No. 13-00029.
As a result Commerce published in the Federal Register (80 FR 57789) with an effective date of 09/07/2015, the Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results of Administrative Review Pursuant to Court Decision.

As a result of the CIT's final decision, the cash deposit rate has been revised for a certain exporter.
Therefore, for shipments of certain oil country tubular goods from the People's Republic of China entered, or withdrawn from warehouse, for consumption on or after 09/07/2015, the required cash deposit has been revised as follows:

If any entries of merchandise are exported by a firm other than the producer, then the following instructions apply:
A. If the PRC or non-PRC exporter of the subject merchandise has its own rate, use the
applicable exporter's rate for determining the cash deposit rate.
B. For all PRC exporters of subject merchandise which have not been assigned to a separate rate, the cash deposit rate will be the PRC-wide rate of 99.14 percent of entered value.
C. For all non-PRC exporters of subject merchandise which have not received their own rate, the cash deposit rate will be the rate applicable to the PRC exporter that supplied that non-PRC exporter.
4. Instructions for granting a request for a refund on any overcollection will be issued in a separate message.

These cash deposit requirements shall remain in effect until further notice.
Do not liquidate any entries of merchandise covered by the administrative review until specific liquidation instructions are issued.
