On 03/14/2016, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the countervailing duty order on certain oil country tubular goods from the People's Republic of China (C-570-944) for the period prior to 02/12/2016.
This PI was issued in connection with court number 16-00045.

This PI enjoins liquidation of entries which
1. are subject to the Final Scope Ruling on DynaEnergetics U.S. Inc.'s Perforating Gun Carriers issued in the Memorandum from J. Drury to C. Marsh, regarding Antidumping and Countervailing Duty Orders on Certain Oil Country Tubular Goods from the People's Republic of China: Final Scope Ruling on DynaEnergetics U.S., Inc. 's Perforating Gun Carriers (February 12, 2016) (“Final Scope Ruling”);
2. were imported by DynaEnergetics U.S., Inc.;
3. were entered, or withdrawn from warehouse, for consumption prior to February 12, 2016, and
4. remain unliquidated as of 5:00p.m. EDT on the day the Court enters this order on the docket of this case.

Effective 03/14/2016 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00pm 03/14/2016.
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the PI.

Liquidation instructions for entries affected by this PI have not yet been issued.
