Because the imported product's functions include power generation and the imported product does not consume all of the electricity generated by the integrated crystalline silicon photovoltaic cells, Commerce found the crystalline silicon photovoltaic cells in this product to be within the scope of the order.

3. Continue to suspend liquidation of entries of crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China, including Goal Zero LLC's Torch 250 Flashlight imported by Goal Zero LLC described above, subject to the countervailing duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China.
