1. On 07/07/2016, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on fresh garlic from the People's Republic of China (A-570-831) for the period 11/01/2013 through 10/31/2014. This PI was issued in connection with court number 16-00116.

2. This PI enjoins liquidation of entries which were entered, or withdrawn from warehouse, for consumption on or after November 1, 2013, through October 31, 2014; were the subject of the administrative proceeding published as Final Results and Final Rescission of the 20th Antidumping Duty Administrative Review: 2013-2014, 81 Fed. Reg. 39897 (Dep't Commerce 06/20/2016); and were exported by Shenzhen Xinboda Industrial Co., Ltd. from the People's Republic of China to the United States.

3. Effective immediately, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated on 07/07/2016 (the date the Court issued the PI). Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. Liquidation instructions for entries affected by this PI have not yet been issued.
