1. On 07/29/2016, in response to a request by Sunpreme Inc. (Sunpreme), Commerce issued a final scope determination that the solar modules containing bifacial cells with crystalline silicon and amorphous silicon components (e.g., Sunpreme model numbers GX 300, GxB 280, 290, 300, 310, GxB 330, 340, 350, 360, 370 GxB 280/SL, 290/SL, 300/SL, 310/SL, 300SM, 310SM), which Sunpreme imports are within the scope of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (the PRC) (A-570-979).
2. Because the imported products are crystalline silicon photovoltaic cells that are at least 20 micrometers thick, contain a p/n junction, and are not excluded thin film products, Commerce found this product to be within the scope of the order.
3. Continue to suspend liquidation of entries of solar cells from the PRC, including the bifacial solar products imported by Sunpreme described above, subject to the antidumping duty order on solar cells from the PRC.
