On 08/15/2016, in response to a request by Westlake Vinyls Company, Commerce issued a final scope determination that the certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China that was imported by Westlake Vinyls Company as a component of the engineered and manufactured pipe spools that Westlake Vinyls Company imports are within the scope of the countervailing duty order on certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China (C-570-957).

Because the imported products (the pipe spools) contain components that meet the language of the scope of the countervailing duty order, i.e. that the relevant components are seamless carbon and alloy steel standard, line, and pressure pipe meeting the dimensional criteria and ASTM specifications as referenced in the scope of the order, Commerce found this product to be within the scope of the order on seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China.

Continue to suspend liquidation of entries of certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China, including certain seamless carbon and alloy steel standard, line, and pressure pipe that is a component of engineered and manufactured pipe spools imported by Westlake Vinyls Company described above, subject to the countervailing duty order on certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China.
