On 07/13/2016, the U.S. International Trade Commission (ITC) issued a final determination that critical circumstances do not exist with respect to certain cold-rolled steel flat products from the People's Republic of China.
As a result of the ITC's negative determination of critical circumstances, CBP should terminate the suspension of liquidation for all shipments of subject merchandise that were entered, or withdrawn from warehouse, for consumption before 03/07/2016 (the date of publication of Commerce's affirmative preliminary determination notice in the Federal Register).
All such entries should be liquidated without regard to antidumping duties (i.e., refund all cash deposits).

Notice of lifting of suspension of liquidation of entries of merchandise covered by paragraph 1, above, occurred with the publication of the ITC's final determination (81 FR 45305) on 07/13/2016.
For all other shipments of certain cold-rolled steel flat products, continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates unless instructed otherwise.

The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.
