On 08/08/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the countervailing duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China (C-570-980) for the period 01/01/2014 through 12/31/2014.
This PI was issued in connection with court number 17-00198.

This PI enjoins liquidation of entries which:
(1) were exported by Changzhou Trina Solar Energy Co., Ltd., Trina Solar (Changzhou) Science and Technology Co., Ltd., Yancheng Trina Solar Energy Co., Ltd., Turpan Trina Solar Energy Co., Ltd., Changzhou Trina Solar Yabang Energy Co., Ltd., or Hubei Trina Solar Energy Co., Ltd.; (2) were the subject of the administrative determination in Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, from the People's Republic of China:
Final Results of Countervailing Duty Administrative Review, and Partial Rescission of Countervailing Duty Administrative Review; 2014, 82 FR 32678 (07/17/2017); (3) were entered, or withdrawn from warehouse, for consumption during the period 01/01/2014 through 12/31/2014; and (4) remain unliquidated as of 5:00 p.m. Eastern Time on 08/08/2017 (the date on which the Court issued the PI).

Effective 08/08/2017 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00 p.m. Eastern Time on 08/08/2017.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the PI.

Liquidation instructions for entries affected by this PI have not yet been issued.
