On 09/08/2017, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain crystalline silicon photovoltaic products from the People's Republic of China (PRC) (A-570-010) for the period 07/31/2014 through 01/31/2016.
This PI was issued in connection with court number 17-00217.

This PI enjoins liquidation of entries which:
• were subject to the final results of the administrative review published at Certain Crystalline Silicon Photovoltaic Products from the People's Republic of China, 82 Fed. Reg. 32,170 (Dep't Commerce July 12, 2017) (final results of antidumping duty admin. rev. and determ. of no shipments. 2014-2016);
• were entered, or withdrawn from warehouse for consumption, during the period from July 31, 2014 through January 31, 2016;
• were exported by any of the following exporters:
o Changzhou Trina Solar Energy Co., Ltd./Trina Solar (Changzhou Science and Technology Co., Ltd./Yangcheng Trina Solar Energy Co., Ltd./Turpan Trina Solar Energy Co., Ltd./Hubei Trina Solar Co., Ltd.;
o BYD (Shangluo) Industrial Co., Ltd.;
o Chint Solar (Zhejiang) Co., Ltd.;
o Hefei JA Solar Technology Co., Ltd.;
o Perlight Solar Co., Ltd.;
o Shenzhen Sungold Solar Co., Ltd.;
o Sunny Apex Development Ltd.;
o Wuxi Suntech Power Co., Ltd.

Effective 09/08/2017 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5pm 09/08/2017.
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the PI.
