On 10/25/2017, the U.S. Court of International Trade issued a statutory injunction enjoining liquidation of entries identified in paragraph 2 which are subject to the countervailing duty order on circular welded carbon steel pipes and tubes from Turkey (C-489-502) for the period 01/01/2015 through 12/31/2015.
This injunction was issued in connection with court number 17-00255.

This injunction enjoins liquidation of entries of welded carbon steel standard pipe and tube products from Turkey that were: (1) produced by Toscelik Profil Ve Sac Endustrisi A.S. and exported by Toscelik Profil Ve Sac Endustrisi A.S. or Tosyali Dis Ticaret A.S.; (2) that were the subject of the United States Department of Commerce's final determination in Circular Welded Carbon Steel Pipes and Tubes from Turkey:
Final Results of Countervailing Duty Administrative Review:
Calendar Year 2015, 82 FR 47479 (October 12, 2017); and (3) that were entered or withdrawn from warehouse for consumption, on or after January 1, 2015 up to and including December 31, 2015.

Effective 10/25/2017, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 10/25/2017.
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the injunction.
5.
Liquidation instructions for entries affected by this injunction have not yet been issued.
