RE: SCOPE INQUIRY INSTRUCTIONS CONCERNING LARGE NEWSPAPER
PRINTING PRESSES & COMPONENTS THEREOF, WHETHER ASSEMBLED
OR UNASSEMBLED FROM JAPAN (A-588-837)

1. ON SEPTEMBER 4, 1996, THE DEPARTMENT OF COMMERCE (THE
DEPARTMENT) PUBLISHED IN THE FEDERAL REGISTER THE ANTIDUMPING
DUTY ORDER ON LNPPS FROM JAPAN (61 FR 46621). AS NOTED IN THE
ANTIDUMPING DUTY ORDER, THE SCOPE OF THE ORDER INCLUDES PRESS
SYSTEMS, PRESS ADDITIONS AND PRESS COMPONENTS, WHETHER ASSEMBLED
OR UNASSEMBLED, WHETHER COMPLETE OR INCOMPLETE, THAT ARE CAPABLE
OF PRINTING OR OTHERWISE MANIPULATING A ROLL OF PAPER MORE THAN
TWO PAGES ACROSS.

2. ON MAY 22, 1998, WE RECEIVED A REQUEST FOR A SCOPE INQUIRY
FROM KOMORI AMERICA CORPORATION (KOMORI). IN ITS SCOPE REQUEST,
KOMORI REQUESTED THAT THE DEPARTMENT ISSUE A DETERMINATION THAT
THE KOMORI SYSTEM 20, A HALF WEB OFFSET PRINTING PRESS, IS
OUTSIDE OF THE SCOPE OF THE ORDER ON LNPPS FROM JAPAN.

3. THE DEPARTMENT HAS DETERMINED THAT THE KOMORI SYSTEM 20 IS
NOT CAPABLE OF PRINTING OR OTHERWISE MANIPULATING A ROLL OF PAPER
MORE THAN TWO PAGES ACROSS AND, THUS, IS OUTSIDE THE SCOPE OF THE
ORDER. ACCORDINGLY, CUSTOMS IS INSTRUCTED TO DISCONTINUE THE
SUSPENSION OF LIQUIDATION FOR THE ENTRIES OF THE KOMORI SYSTEM 20
AND TO REFUND ANY CASH DEPOSITS WITH INTEREST AND RELEASE ANY
BONDS.
