Subject: Decal Transponder Online Procurement System (DTOPS)and ACE
The new Decal Transponder Online Procurement System (DTOPS) is up and running. On page seven
of the DTOPS user guide (http://cbp.gov/xp/cgov/travel/pleasure_boats/user_fee/user_fee_decal.xml )
CBP explains that carriers “should have received a New Account Number in the second mailing about the new DTOPS system, if you did not receive or have misplaced your account number, you may call the DTOPS Helpdesk at (317) 298-1245 to obtain it”. Page seven and eight of this document explains how carriers will need to “link existing accounts” which will carry forward conveyance information previously recorded in the old system.
Carriers can update information in DTOPS which will write the updated information to ACE. Carriers that have had trucks arrive at the border and have been informed that the license plate information displayed on the officers screen is different than the license plate information transmitted by the carrier should now be able to update their license plate information via DTOPS.
